What makes a society just?

As a ruler in society, they should be responsible for making the country's decisions as well as listening to the opinions of the people as to what those decisions should be.  People are naturally bad by themselves, but when surrounded by society telling them to be good, they hold that inside them and hide it away as if it never existed.  However, some people are not able to bottle up that evil as well as others, and are thus bad people.    Government should tax the wealthy more than the poor and they should control how money is spent on certain things.  A society that is just is one that respects the views and opinions of the people around them and takes them into consideration with each decision that they make.
