In society, a ruler should be fair and the people should also have a say in what happens in the government since it affects their lives dramatically. They should make and carry out the laws fairly and equally. They have to have a set rules and stick to it. He/she has to think about what is best for everyone. I think when people are born, that they start off with a clean slate. No one is just born good or bad. It depends on their surroundings and environment. Where they grow up, the schools they go to, how their parents take care of them. A lot of things can affect the way a person acts or how good or bad they are.
The government should be involved in distributing wealth because some people can get greedy and find ways around the law without breaking them. That's when the government should step in. Honor codes are things that make people act better. Something to go by to know the definition of "good". Most of the time, they influence people's behavior but sometimes, others don't care. A society that is just is fair and equal to everyone.
The thing that determines who is the ruler is the Mandate of Heaven. I agree that the rulers are responsible for some things but other things not. You should be responsible and fair to your people but sometimes things just get in the way and you can't. I agree with legalism more because the world needs rules or else there would be just complete chaos.
